Background

The IOM Mission to the Republic of Moldova is looking for a Project Development and Reporting Assistant, according to the Terms of Reference below, to start as soon as possible.

 General Functions:

Under the overall supervision of the Chief of Mission to the Republic of Moldova and Prevention & Protection Programme Coordinator, the successful candidate will participate in organization and development of activities within the P&P Programme to ensure the achievement of IOM objectives, development of new initiatives, partnerships and attain financial resources.

 Specific Duties and Responsibilities:

  •  Provide support to Prevention & Protection (P&P) Programme Coordinator in project development and reporting to donor community on on-going projects, following the donor specific requirements and IOM project development manual in close coordination with RO Vienna office;
  • Initiate/draft and consider project proposals from local and international partners;
  • Draft Expression of Interest and Proposals in response to donor Calls for Proposals;
  • Support P&P staff in refine and update existing project concepts and develop these into proposals to be presented to donors;
  • Compile and draft reports, agreements, and other working documents for P&P programme;
  • Support the lobby and advocacy strategy on main challenges in the field of Counter Trafficking as well as other issues arising as a consequence of migration vis-à-vis Government and International Community;
  • Provide support in the development of Counter Trafficking (CT) prevention/raising awareness campaigns;
  • Research, compile and analyze key international and national treaties/laws and other policy documents, including position papers, progress reports, situation analysis, etc., highlighting noteworthy issues/trends for consideration by appropriate parties.
  • Assist in providing advice to National Committee Permanent Secretariat in the field of CT;
  • Analyze CT data and develop annual Victims of Trafficking (VoT) profile as well as CT country situation analysis;
  • Develop and coordinate studies/researches in the field;
  • Develop/conceptualize P&P events: national and international trainings, forums, workshops and other information and educational activities in the field, including holding presentations, as assigned;
  • Implement P&P projects’ components related to Rule of Law issues; act as focal point on INL funded projects as well as for annual J/TIP report country updates;
  • Perform such other duties as may be assigned

 Desirable Qualifications:

 Education and Experience:

  • University degree preferably in Law or/and, Political, Social Science or International Relations ; Master’s degree is an asset;
  • Seven years of professional experience;
  • Experience working in/with IGO/NGO environment;
  • Experience in training and curriculum development;
  • Experience in project development and reporting.

Competencies:

  • General knowledge of national and international legal framework on Counter-trafficking and combatting domestic violence;
  • Knowledge of criminal justice system of the Republic of Moldova;
  • Strong analytical and writing skills;
  • High level of professionalism and ability to work under pressure and adhere to strict deadlines.
  • Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds.

Languages:

  • Fluency in English, Romanian and Russian
