Background

The IOM Mission to the Republic of Moldova is looking for a Media and Diaspora Outreach Assistant (Migration and Development), according to the Terms of Reference below, to start as soon as possible.

General Functions:

Under the guidance and direct supervision of the Migration and Development Program Coordinator/Analyst and overall supervision of the Chief of Mission to the Republic of Moldova, the incumbent will participate at the organization and development of activities within the Migration and Development Program, to ensure the achievement of IOM objectives, to promote activities and to contribute by means of knowledge, experience and abilities to the strengthening of IOM professional capacity.

Specific Duties and Responsibilities:

  1. Assist in implementation of communication strategies and visibility activities and public events within the Migration and Development Program and the other IOM Moldova Programs.
  2. Assist in development of raising awareness activities and/or information materials and campaigns; assist in drafting press releases and organization of press conferences and in writing news-briefings on the EU-funded projects on a bi-weekly basis.
  3. Daily review of all the main periodicals, internet sites and press agencies for information on issues of relevance to IOM’s work in Moldova.
  4. Compile news relevant for Diaspora Association abroad and distribute on a weekly basis; maintain and up-date the Diaspora contact list; up-date the IOM Facebook and other IOM social networks pages; compile news on IOM Moldova activities to Media and Public Information Department at HQ, including articles to IOM newsletters and digests.
  5. Assist in maintenance, up-dating and further development of www.iom.md and www.migratie.md web-site design and concept.
  6. Participate in monthly UN Moldova Communication Group Meetings; assist in preparing news and articles for UN Magazine quarterly, as well as for UN web-site when requested;
  7. Assist in keeping up to date IOM Moldova Events Calendar, including regular updates on IOM Moldova website; maintain the IOM Visibility materials database, including master copies and visibility requirements of different IOM Moldova donors and partners. Assist in updating the IOM Moldova national and international media requests’ matrix
  8. Assist the Chief of Mission and the Program Coordinator in preparation of presentations including: overall content, talking points, design and layout.
  9. Provide informal translation/interpretation from/to English, Romania and Russian as requested.
  10. Assisting in implementation of the Migration and Development Program (Program), including but not limiting to conducting research and assessment work;
  11. Assist with drafting, and editing new project proposals and initiatives in the migration data and research, diaspora, migration and development, labour migration/mobility, remittances and migration management area in Moldova, by inter alia collecting, systematically organizing and analysing information in support to project development;
  12. Assist in editing and preparing of relevant situation/activities Donor/project reports, updates, info sheets, publications, press-releases, presentations and other information materials, analysis of statistical information for the purposes of the project etc., in cooperation with relevant officials at IOM Moldova, project partners and other IOM missions involved;
  13. Provide necessary support in maintaining linkages/strengthening cooperation with diaspora associations and initiative groups, national authorities, national counterparts, civil society, international organizations, acting as focal point for project activities etc.;
  14. Fulfil internal procurement, and other administrative formalities in order to provide support to mission activities aimed at providing PR, visibility and media services, research, training, institutional and infrastructure capacity development to the diaspora associations and initiative groups, Moldovan Government institutions with diaspora and migration-related mandates;
  15. Support, including from logistics perspective, organization of PR, visibility and media events, seminars, trainings, press conferences and other events on issues related to migration data and research, diaspora, migration and development, labour migration, remittances and migration management in Moldova;
  16. Support the functioning of the Projects Steering Committees, which will be led by IOM and Government and will comprise of relevant projects partners (Donor, national authorities and international agencies);
  17. Provide support to the international and local experts and service providers commissioned by IOM for the purposes of the project;
  18. Perform such other duties as may be assigned.

Desirable Qualifications:

Education and Experience:

  • University degree preferably in Political or Social Science, Business Administration, International Relations; Training in project management and development will be an advantage;
  • At least six years of relevant professional experience;
  • Experience in Social Science;
  • Experience in sociological analysis, research and report writing;
  • Experience in project implementation and monitoring;
  • Experience working in/with NGO/IGO environment;

Competencies:

  • Knowledge of sociological research methods, migration issues and regulations of Moldova
  • Excellent writing, communication and interpersonal skills;
  • High level of professionalism and ability to work under pressure and adhere to strict deadlines.
  • Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds.

Languages:

  • Fluency in English, Romanian and Russian
