Background

The IOM Mission to the Republic of Moldova is looking for a Project Assistant (Migration and Development), according to the Terms of Reference below, to start as soon as possible.

General Functions:

Under the guidance and direct supervision of the Migration and Development Program Coordinator/Analyst and overall supervision of the Chief of Mission to the Republic of Moldova, the incumbent will participate at the planning, organization and monitoring of activities within the Migration and Development programme, to ensure the achievement of IOM objectives, to promote activities and to contribute by means of knowledge, experience and abilities to the strengthening of IOM professional capacity.

 

Specific Duties and Responsibilities:

 

  1. Assist in implementation of the Migration and Development Program (Program), including but not limiting to assisting with planning, preparing, organizing, coordinating, implementing and following up on the activities;
  2. Conduct research and assessment work and provide grounded advice, particularly in view of strategic, programmatic and project-specific funding opportunities;
  3. Assist with drafting, and editing new project proposals and initiatives in the migration data and research, migration and development, labour migration/mobility, remittances and migration management area in Moldova, by inter alia collecting, systematically organizing and analysing information in support to project development;
  4. Assist in editing and preparing of relevant situation/activities Donor/project reports, updates, info sheets, publications, press-releases, presentations and other information materials, analysis of statistical information for the purposes of the Program etc., in cooperation with relevant officials at IOM Moldova, project partners and other IOM missions involved;
  5. Provide necessary support in maintaining linkages/strengthening cooperation with national authorities, national counterparts, civil society, international organizations, acting as focal point for project activities etc.;
  6. Maintaining of regular working relations and communication on project issues with national migration related agencies and institutions, international organizations and NGOs, other project partners;
  7. Fulfil internal procurement, and other administrative formalities in order to provide support to mission activities aimed at providing research, training, institutional and infrastructure capacity development to the Moldovan Government institutions with migration-related mandates;
  8. Support the organisation and participate in meetings with government, non-governmental and UN agencies/institutions, inter alia taking minutes of the meetings, brief notes/notes for the file;
  9. Support, including from logistics perspective, organisation of seminars, trainings, press conferences and other events on issues related to migration data and research, migration and development, labour migration, remittances and migration management in Moldova;
  10. Support the functioning of the Project’s Steering Committee, which will be lead by IOM and Government and will comprise of relevant projects’ partners (Donor, national authorities and international agencies);
  11. Assist in planning and organizing aspects of new country projects as well as in monitoring and backstopping ongoing activities;
  12. Assist with drafting Memoranda of Understanding, contracts, expert ToRs, agreements and other related documentation;
  13. Support work under the Program, towards contributing to : i) timeliness and quality of specific activity procurement and payments, ii) logistics of events organization (booking of tickets, premises and equipment, work of interpreters, publishing/media companies etc.); iii) recruitment and commissioning of experts, service providers and vendors; iv) monitoring of contracts' timely and qualitative execution; v) planning and organizing meetings, press-conferences, trainings, round tables, workshops, working groups sessions, information campaigns etc.;
  14. Provide expert support to the Project Management in the implementation of programme activities, within the framework of the project, on the issues of statistical sociological data collection and analysis; assisting the international and local experts commissioned by IOM for the purposes of the project by: i) planning and organizing of field visits, research and liaison with the partner officials, preparing respective agendas and participating in the meetings, ii) ensuring the quality control of results of the assignments, including the presentations/publications;
  15. Perform such other duties as may be assigned.

Desirable Qualifications:

Education and Experience:

  • University degree, preferably in Political or Social Science, Business Administration, International Relations; Training in project management and development will be an advantage;
  • Six years of relevant professional experience;
  • Experience in Social Science;
  • Experience in sociological analysis, research and report writing;
  • Experience in project implementation and monitoring;
  • Experience working in/with NGO/IGO environment;

Competencies:

  • Knowledge of sociological research methods, migration issues and regulations of Moldova
  • Strong analytical and writing skills;
  • High level of professionalism and ability to work under pressure and adhere to strict deadlines.
  • Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds.

Languages:

  • Fluency in English, Romanian and Russian
