Background

The IOM Mission to the Republic of Moldova is looking for a Project Assistant within the Prevention & Protection Programme, according to the Terms of Reference below, to start 01 January 2016.

General Functions:

Under the overall supervision of the Chief of Mission to the Republic of Moldova and (P&P) Program Coordinator, the incumbent will provide specialized assistance in implementation, organization and development of activities within the P&P Programme to ensure the achievement of IOM objectives, to promote activities and to contribute by means of knowledge, experience and abilities to the strengthening of IOM professional capacity.

Specific Duties and Responsibilities:

  • Coordinate and monitor all project activities related to the implementation of National Referral System for assistance and protection of victims and potential victims of trafficking in human beings (NRS) that are undertaken in close collaboration with Ministry of Labour Social Protection and Family MLSPF;
  • Advise and support the MLSPF in development and implementation of NRS and prevention and protection of victims of trafficking policy development, as well as on THB cases solution;
  • Liaise, coordinate and maintain positive working relationships, with relevant national and local NGOs, as well as multidisciplinary teams (MDTs) at rayon and local level ensuring the correct referral of cases within NRS. Participate/organize regular coordination meetings with these key interlocutors
  • Receive the national and international referrals of THB and prevention cases and coordinate their further referral for assistance and reintegration through NRS;
  • Develop and maintain the database of trafficking and prevention cases assisted through NRS;
  • Provide technical support related to implementation of individual reintegration plans of the P&P Programme beneficiaries that are to receive direct assistance from IOM;
  • Provide technical support on beneficiaries assistance to NGOs working within NRS
  • Organize and monitor the development of seminars/trainings, conferences, round tables, workshops and other capacity building activities in the field, for the specialists within National Referral System
  • Participate in elaboration of the annual national monitoring report on the implementation degree of the NRS Strategy.
  • Collect and analyze the statistical data from the coordinators of the rayonal MDTs within NRS.
  • Collect and analyze the narrative reports from the rayonal Multidisciplinary teams (MDTs) and NGOs, active in the field, according to the monitoring questionnaires for the implementation of the NRS Strategy
  • Hold presentations on the progress, development and functionality of the National Referral System during national capacity building activities, including during the trainings with the specialists from multidisciplinary teams.
  • Providing methodological support for the MDT members in the process of identification, documentation and referral of the cases, according to the individual assistance criteria.
  • Provide support to MLSPF in the development of quarterly narrative and statistical reports.
  • Assist the MLSPF and IOM Repatriation specialist in preparation and organization of repatriation missions of victims of trafficking, stranded migrants and unaccompanied minors.
  • Organize and conduct monitoring visits of the territorial multidisciplinary teams
  • Participate in the working meetings within the Center for Assistance and Protection (CAP) of victims and potential victims of trafficking in human beings under MLSPF, and within other service and assistance providers, when required.
  • Assist in organizing and participate in working meetings, roundtables, seminars and conferences in the field within the P&P Programme, ensuring the representation of the National Coordination Unit of the NRS in these activities.
  • Contribute to preparation of the donor reports with focus on the component related to implementation of NRS
  • Contribute to preparation of the THB monitoring reports (National Action Plan Report, GRETA monitoring Report, US Department TiP report, etc.).
  • Perform such other duties as may be assigned.

Desirable Qualifications:

Education and Experience:

  • University degree, preferably in Social Sciences, Social Work, or Law/Human Rights, Business Administration, or an equivalent combination of training and experience.
  • At least 4 years of project work experience in international organizations or NGOs.
  • At least 2 years of work experience with national and local public authorities;
  • Proven knowledge of the national and international normative frameworks in the field of prevention and combating trafficking in human beings and domestic violence.

  • Proven ability to research, analyzes, evaluate and synthesize information.
  • Strong analytical and organizational skills.
  • Strong personal commitment, efficiency and ability to work effectively in stressful conditions and situations.
  • High sensitivity and strong inter-personal skills to assist highly vulnerable beneficiaries.
  • Strong management, financial reporting, and monitoring skills
  • Excellent writing, communication and interpersonal skills;

 Languages:

  • Fluency in English, Romanian and Russian.
  • Knowledge of any other European language will be an asset.
