Context:

 Under the overall supervision of the Chief of Mission to the Republic of Moldova and the direct supervision of the Migration and Development Program Coordinator, the successful candidate will be responsible for providing effective and efficient administrative support to Migration and Development Department.

 Core Functions / Responsibilities:

  1. Supporting the implementation of the Migration and Development Program, including but not limiting to conceptualising, planning, preparing, organizing, and implementing program activities;
  2. Conducting research and assessment work, particularly in view of programmatic and project-specific funding opportunities;
  3. Assisting with developing, drafting, and editing new project proposals and initiatives in the migration and development area in Moldova, by inter alia collecting, organizing and analysing information in support to project development;
  4. Editing and preparing of relevant reports, publications, press-releases, presentations and other information materials, analysis of information for the purposes of the project etc., in cooperation with relevant officials at IOM Moldova, project partners and other IOM missions involved;
  5. Providing necessary assistance in establishing and developing linkages/strengthening cooperation with counterparts, acting as focal point for the migration mainstreaming project activities etc.;
  6. Maintaining of regular working relations and communication on Program issues with national migration related agencies and institutions, United Nations Country Team, other international organizations and NGOs, academia and other project partners;
  7. Supporting the Mission’s work related to the collaboration and coordination with the United Nations Country Team, and the production of the relevant documentation.
  8. Assist in fulfilling internal procurement, and other administrative formalities in order to provide support to programmatic activities; 
  9. Assisting the organisation and participating in meetings with government, non-governmental and UN agencies/institutions, inter alia taking minutes of the meetings, brief notes/notes for the file;
  10. Supporting, including from planning and logistics perspective, organisation of seminars, trainings, press conferences and other events on issues related to migration and development in Moldova;
  11. Support the functioning of the Projects’ Steering Committees, led by IOM and Government and comprised of relevant project partners (Donor, national authorities and international agencies);
  12. Assist in planning and organizing aspects of new country projects as well as in monitoring and backstopping ongoing activities;
  13. Assist with developing Memoranda of Understanding, contracts, expert ToRs, agreements and other related documentation;
  1. Guiding, overseeing and backstopping the international and local experts commissioned by IOM for the purposes of the Program;
  2. Perform such other related duties as may be assigned.

 Required Qualifications and Experience

 Education

  • University degree, preferably in Political or Social Science, International Relations; Training in project cycle/management and development will be an advantage;
  • Four years of relevant professional experience;
  • Knowledge of migration issues and regulations of Moldova.

 Experience

  • Experience in sociological analysis, research and report writing;
  • Experience in project implementation and monitoring;

Experience working in/with NGO/IGO environment will be an advantage;

 Languages

 Fluency in English, Romanian and Russian is required.

 Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

 Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
