Background

Organizational Setting

FAO in partnership with the Government of Moldova is implementing the project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”.  The main objective is to support the MARDE to conduct comprehensive work to ensure climate change adaptation is mainstreamed into planning processes in the agriculture sector, ensuring a gender sensitive approach and the participation of all vulnerable groups.

Reporting Lines

The incumbent will work under overall supervision of the Assistant Director General/Regional Representative, the technical supervision of the Lead Technical Officer (LTO) of the project and the Green Climate Fund (GCF) Advisor and operational supervision of the Budget Holder, as well as in close consultation with the National Designated Authority (NDA) – Ministry of Agriculture, Regional Development and Environment (MARDE) of the Republic of Moldova and in close liaison with FAO Moldova office.

Tasks and responsibilities

The National Adaptation Capacity Strengthening Specialist will be responsible for ensuring the overall technical quality of activities implemented in the framework of project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”. Particularly, the consultant will:

  • Take stock of existing information/studies available regarding climate change impacts, vulnerabilities for women and men, and of different social groups, and adaptation options and gap analysis undertaken for the Ag. Sector.
  • Map current institutional arrangements and internal structures and assessment on capacity development needs and any modifications required to efficiently respond to climate change
  • Analyse current strengths, weaknesses, capacity and resources needed to integrate CCA into current and in future processes of development planning of central and local authorities in the Agriculture sector;
  • Develop and conduct a CCA self-assessment survey in institutions related to the Agriculture Sector (government, NGOs, research universities and local governments) for: (i) understanding of gaps in institutional, policy and legal framework for climate change, (ii) capacity for the planning, implementation and monitoring and evaluation for climate; (iii) capacity for climate change knowledge management; and (iv) capacity for gender-responsive and socially- inclusive community engagement.
  • Together with the National Gender Specialist, and the International Adaptation Capacity Strengthening Specialist and based on the inputs described above, draft the agriculture sector capacity needs assessment with regards to adaptation planning and implementation
  • Develop a gender-sensitive Capacity Development Plan for the Agriculture Sector. This assessment and Plan will aim at having a gender responsive scope and will ensure participation of women and youth.
  • With methodological support from the International Climate Impact Assessment Specialist and in collaboration with the National Climate Impact Assessment Specialist develop an instructor-led-on-site, gender-responsive training programme focused on climate impacts and climate vulnerability assessment methodologies and approached, as well as socio-economic assessment and valuation methodologies.
  • Organize and conduct in-person/ virtual consultations with relevant stakeholders to collect capacity needs at different levels in the Agriculture Sector with regards to adaptation to climate change
  • Carry out any other tasks relevant to this assignment as requested by the LTO.
