Background

Organizational Setting

The COVID-19 lockdown measures adopted in countries of destination pushed many Moldovan migrant workers (particularly seasonal/temporary ones) to return to their homeland, with some 55,000 of the approximately 350,000 managing to do so before the declaration of national emergency in Moldova in March 2020. Additionally, another 170,000 Moldovan migrant workers expressed the intention to return to Moldova as soon as possible, with 79,000 of them planning to stay for a longer period of time.

 

The FAO Multi-Disciplinary Fund (MDF)  “Promoting decent employment and socio-economic integration for return migrants in rural areas in the context of COVID-19 and beyond” project will support returned migrant workers and their remittance-dependent households, engaged in agriculture (as an alternative solution to earn income), to improve their access to markets. This will be addressed through development of a feasibility study assessing the establishment of a dedicated agricultural e-trade platform, including the assessment of associated needs and costs, and the concurrent development of a survey assessing, inter alia, returnees’ proficiency level of digital skills, needs, knowledge, perceptions and preferences as potential end-users of such an e-trade platform. The survey results will inform future capacity building efforts aimed at enhancing the digital skills of returnees with view to successfully enhancing their access to markets and improving their rural livelihoods.

 

Reporting Lines

Under the overall supervision of the FAO Representative in Moldova, the direct supervision of the Assistant FAOR, the technical guidance of the Rural Migration Technical Officer (ESP) and the Rural Migration Consultant (ESP) and in close collaboration with the national and international consultants.

Tasks and responsibilities 

1.      Coordinate the day-to-day implementation of activities within the Multi-Disciplinary Fund (MDF) “Promoting decent employment and socio-economic integration for return migrants in rural areas in the context of COVID-19 and beyond” project and ensure achieving the planned outputs and results within established deadlines ;

2.      Act as a focal point for the project activities and facilitate effective collaboration between commissioned consultants, service providers, national stakeholders and regional/international partners to ensure smooth implementation and delivery of project activities;

3.      Coordinate the identification and selection of consultants and service provider(s) to be commissioned for the implementation of project activities and ensure that they fully understand their roles and tasks;

4.      Provide necessary technical support, supervision and backstopping to consultants and service provider(s) commissioned by FAO office in Moldova in the  context of implementation of project activities;

5.      Support the development of consultants ToRs, service provider Letter(s) of Agreement and other documentation related to project activities;

6.      Lead interactions and organize meetings with government agencies, UN agencies, civil society and businesses in the context of efficient implementation of the project activities (i.e., survey, feasibility study);

7.      Facilitate the organisation of trainings, workshop, consultations, presentations, press conferences and other events;

8.      Lead the preparation of the Project’s Final Report;

9.      Support the revision of publications, press-releases, presentations and other information materials, analysis of information for the purposes of the project activities;

10.    Organize regular sessions with the participation of FAO Office in Moldova, FAO REU and FAO ESP to update on the project implementation progress;

11.    Oversee the preparation and dissemination of communication products related to project activities/ results;

12.    Implement the project in accordance with the Project Document and Budget and in compliance with FAO procedures;

13.    Perform other duties and activities as required by the AFAOR and Budget Holder (ESP) to ensure successful implementation of the project.

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements

·       Master’s Degree in Social Science, International Relations, International Development; Additional training and certification in project management will be an advantage;

·       At least 5 years of work experience in project implementation, including management of consultants in international organizations.

·       At least 4 years of experience in the following areas: migration and development, agriculture policies, agribusiness development, digital literacy/ development of digital skills;

·       Experience in working with UN agencies represents an advantage;

·       Proven experience in sociological analysis, research and report writing;

·       Fluency in oral and written English and Romanian.
