Background

Organizational Setting

FAO in partnership with the Government of Moldova is implementing the project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”.  The main objective is to support the MARDE to conduct comprehensive work to ensure climate change adaptation is mainstreamed into planning processes in the agriculture sector, ensuring a gender sensitive approach and the participation of all vulnerable groups.

Reporting Lines

The incumbent will work under overall supervision of the FAO Representative in Moldova, the technical supervision of the Lead Technical Officer (LTO) of the project as well as in close consultation with the International Consultant, National Technical Advisor and the National Designated Authority (NDA) – Ministry of Agriculture, Regional Development and Environment (MARDE) of the Republic of Moldova, the National Specialist on Climate Adaptation Mainstreaming will contribute to the implementation of the Ag.SAP project.

Tasks and responsibilities

The National Specialist on Climate Adaptation Mainstreaming will be responsible for identifying and mainstreaming climate change adaptation within relevant sectorial and national policy documents. Particularly, the consultant will:

  • Take stock of existing agriculture sector policy documents, legislation, sectoral reports, development plans, other relevant documents issued for the last 5 years, but not necessarily limited to this timeframe. Compile information on sector adaptation-related initiatives (projects, programs, and capacity building efforts) and analyse how these activities were carried out, including the support and funding received, the timelines, and their overall effect in the meaning of adaptation.
  • Undertake in-depth analysis of the degree of implementation of agriculture-related activities of Climate Change Adaptation Strategy (2014-2020). The outputs of this activity shall be coordinated with Moldova’s GCF NDA (MARDE) and participate in stakeholder consultation and coordination events as needed.
  • Screen agriculture sector policy documents and development plans against climate risks (apply climate lens/other relevant methodology) with the aim of identifying mainstreaming needs of climate change adaptation and assess them in the light of climate change projections and impacts.
  • Identify policy documents and regulations in which climate change mainstreaming could be applied (entry points) at sector level. Allow for both reactive and proactive inclusions and considerations of climate.
  • Identify climate change adaptation options for the agriculture sector and their costing. Collaborate with consultants on institutional capacity assessment, vulnerability, and impact assessment to address identified capacity gaps and climate risks through proposed adaptation options. Collaborate with national gender specialist to mainstream gender component throughout the mainstreaming process as well as in all outcomes and deliverables.
  • Identify the relevant adaptation measures as a) part of new national level programming document; b) part of sectoral policy documents and form the Agriculture Sector Adaptation Plan (Ag.SAP).
  • Undertake stakeholder consultation process (virtual or in-person) of proposed adaptation options, including the prioritisation exercise.
  • Collaborate with NDA (MARDE) in the development of national level adaptation policy document in accordance with Government Decision 386/2020 through the development of gender-sensitive agriculture component of the new policy/programming document. Contribute to and participate in the stakeholder consultation process of new document, particularly with the National Commission on Climate Change.
  • As needed, organize, and conduct in-person/ virtual consultations with relevant stakeholders for the conduction of the tasks above with broad participation of stakeholders relevant for the efforts towards climate change adaptation and resilience. Comments from the stakeholder consultation process to be addressed and incorporated into the updated versions of agriculture documents both national and sectoral levels.
  • Carry out any other tasks relevant to this assignment as requested by the LTO.
