Within the framework of the Joint IOM/ UNDP Programme on “Mainstreaming Migration into National Development Strategies”, funded by the Swiss Agency for Development and Cooperation (SDC), IOM is supporting the Moldovan Government in integrating migration into its national development planning documents and policies and to continually monitor and adjust their approaches to Migration & Development. Effective management of migration can be achieved through devising of evidence-based policies, which rely on mechanisms collecting and processing data on migration flows. Such inter-institutional mechanism for collection, analysis and exchange of data has been developed through the creation of Integrated Automated Information System "Migration and Asylum" (SIIAMA) in December 2007.

Purpose:

The objective of this assignment is to conduct a comprehensive assessment of the Automated Integrated Information System "Migration and Asylum" (SIIAMA), including its current state of functionality in terms of transparency of integrated statistical data, of data exchange mechanism between the institutions involved and other data providers.

     The IOM will commission a Team of Consultants (IT Consultant and Statistics Consultant), who under the overall guidance of the Project Coordinator and direct supervision of and cooperation with the Bureau for Migration and Asylum (Ministry of Interior), will execute a comprehensive assessment of the current state of affairs of the Integrated Automated Information System “Migration and Asylum” (SIIAMA).

   The evaluation results will reveal technical and organizational weak points and the circumstances that make it difficult to collect and analyze data and its exchange between institutions. Simultaneously, the final evaluation report will serve as a reference point for conducting subsequent actions directed towards the upgrading of the current system.
