FAO National Legal Consultant to support the food safety system in Moldova

Background

Under the overall supervision of the Regional Office for Europe and Central Asia (REUD), the overall technical supervision of LTU (AGDF) and the LTO - Food Safety and Consumer Protection Officer (REUT), the direct technical supervision of the Legal Officer (LEGN), the operational supervision of the Field Programme Officer (REU), and in close collaboration with International Consultant in Food Legislation and national project partners the Consultant will:

- Under the guidance of the International Legal Consultant and the Legal Officer, identify the national legislative framework related to food safety, providing the necessary documentation, overview and translation into English of national acts, as necessary;

- Under the guidance of the International Legal Consultant and the Legal Officer, develop a thorough gap analysis of the legal framework related to food safety and quality of the animal food production sector, with a view to harmonize and comply with relevant international and EU food safety and quality legislation;

- Prepare a legal report on the results of the analysis, with conclusions and options to address the gaps then identified;

- Attend a national consultation workshop and present the legal report, along with conclusions and recommendations;

- Draft legal acts and secondary legislation transposing EU acquis communaitaire in the selected areas, as identified from the legal analysis and the national consultation workshop;

- Elaborate a legislative framework for food safety emergency response, including a food recall system;

- Present the legal texts then drafted during a national stakeholders validation workshop, and review the texts as per the comments received from the workshop, the International legal consultant and the Legal officer;

- Prepare training materials, contribute to preparing and implementing a two-day policy workshop on EU and national food safety legislation for government, industry and academia in first year of the project and to a two-day follow-up workshop on EU and national food safety legislation in the second year of the project;

- Undertake other related tasks as may be required;

- Prepare a report on the assignment with main conclusions and recommendations for the follow-up.
