Background

To assist the countries in the CIS region in dealing with the challenges of WTO accession, FAO is implementing a project “Facilitating the understanding and adoption of WTO principles and commitments in agriculture”, as part of the Regional Initiative on Trade and Regional Integration for the countries in Europe and Central Asia. The project is intended to enhance the knowledge of and application of WTO principles and the commitments assumed by the countries in agriculture and facilitate understanding of the implications of trade and trade-related policy reforms resulting from WTO accession on the agricultural sector in the CIS countries. This in turn will help the authorities to make informed decisions on future agricultural policy developments.

The project consists of analytical, capacity building and information sharing activities. It also includes preparation of country case studies to be conducted by national consultants and preparation of a regional comparative study on WTO accession and agriculture.

The consultant will prepare a study on key issues in Moldova’s agricultural trade policy, including the implementation of WTO accession commitments in agriculture, possible effects of WTO membership on agricultural imports and exports and the implications for domestic agricultural policy.

The study should contain the following sections:

  • The main features of Moldova's agricultural trade policy prior to WTO accession, including the main instruments of producer support.
  • Description of Moldova's commitments in agriculture in WTO accession (Markets access; Export subsidies; Domestic support to agriculture)
  • Discussion of the implementation of commitments in agriculture in the WTO: Issues and challenges in compliance and in reforming agricultural policies and support programs. Analysis of WTO disputes concerning Moldova if any.
  • Analysis of the structure of Moldova's agricultural trade prior and after WTO accession, with highlight of the most significant changes, trends and perspectives.
  • Discussion of the effects of WTO accession on different sub-sectors and product groups, implications for agricultural growth and developments in agricultural policy.
  • The main trade provisions of the EU Association Agreement signed in June 2014 and the potential implications of the EU Association Agreement and DCFTA on Moldova's agricultural trade.
  • Lessons learned for other CIS countries on trade negotiations, implementation of trade agreements and recommended actions by public and private sector that would allow taking greater advantage of trade agreements to benefit agricultural development and food security.
