Background

United Nations Population Fund (UNFPA) announces the vacancy of

National Consultant on Gender Based Violence


 

Job Purpose: To map existing rehabilitation and reintegration facilities that provide protection for victims and perpetrators of domestic violence (DV) including access or references to integrated sexual and reproductive health services and information; picture concerns related to existing practices and institutional capacity within above mentioned institutions/facilities; identify existing barriers and constraining factors/key issues that influence the implementation of an effective gender interventions with UNFPA Country Programme; assess specific needs to advance capacity development of health professionals to strengthen the response of health system to Gender Based Violence (GBV); state gender concerns to be addressed by public institutions; prepare and assist for organisation of the study tour to Moldova for the group of medical personnel from Tajikistan to study practices and effectiveness in addressing GBV including cooperation of health sector with other state and non-governmental sectors.

 

Objectives:

The National Consultant is expected to achieve the following Objectives at the end of assignment.

  1. To map existing rehabilitation and reintegration facilities that provides protection for survivors of domestic violence.

  2. Identify the gaps of the National Referral System, especially for vulnerable groups and from rural area, in response to domestic violence.

  3. Evaluate the Health Sector Response to Gender Based Violence by the health institutions, NGOs and other relevant organizations.

  4. Analyse the national policies and priorities, United Nations Partnership Framework (UNPF) and UNFPA activities in addressing issues related to GBV and Heath response to that.

  5. Organise a study-visit for a group from Tajikistan in the period of 20 – 26 of October 2014, in the area of multi-sectorial and Health Sector Response to GBV.

  6. Propose future interventions for UNFPA Country Programme in light of the UNFPA Strategic Plan.

     

    Job requirements:

  • Master degree in Gender, Law, Public Health, Sociology, Psychology, Social Work, Development Studies, Public Policy or a related field.  

  • At least 5 years of professional experience in related social field.

  • At least two years of experience in gender and / or domestic violence.

  • Experience in developing public policies on gender, migration, population, social services or other social field.

  • At least 2 years of experience in working with public institution and / or NGOs and other organisations actively involved in gender, domestic violence, human trafficking

  • Previous experience with Ministry of Labor, Social Protection and Family and/or Ministry of Health. will be an asset.

  • Fluency in English, Romanian and Russian languages. Please not that working language of UN is English.

  • Excellent analytical and drafting skills.

  • Ability to achieve results in shorts periods of time.

  • Demonstrated interpersonal skills.

  • Proficiency in use of current office software applications, including internet navigation is required.
