Background

General Description of Tasks

Under the Overall Supervision of the Regional Representative/Assistant Director-General for Europe and Central Asia (REU), the direct supervision of FAO Lead Technical Officer, and operational supervision of the Field Programme Officer, and in close collaboration with the overall Project Coordinator and LOA partners, the Project Manager will:
-Assume responsibility for the project’s daily activities in accordance with the agreed plan of operations and in liaison with the Project Coordinator and LoA partners on the ground;

-Supervise the overall management of the project (human resources, finance, and logistics);

-Build linkages with relevant departments, other ministries, projects and organizations to coordinate on the good irrigation practices and to mobilize the needed support for implementing the project activities;
- Provide needed support to the implementing partners for effective and efficient implementation of the project activities;
- Prepare project work plan including detailed budget needs and a schedule for activities to be carried out;
- Facilitate national surveys on irrigation technologies and benchmarking survey of the project sites;
- Assist in the development of project progress reports to be submitted to the Steering Committee;
- Facilitate procurement of the equipment including preparation for bidding, etc;
- Organize meetings and workshops as deemed necessary;
- Support the facilitation of the different workshops to be organized during the project period;
- Support the facilitation of the different parts of the training component including, AQUACROP and training of trainers on
operation and maintenance of on-farm irrigation technologies; and act as a resource person during the implementation of
these trainings;
- Act as a resource person in transferring the knowledge gained throughout the training programme to beneficiary
communities and give advice when needed;
- Perform other duties as may be required in order to ensure that project operations proceed according to schedule and
foreseen project results are achieved;
- Assume responsibilities for liaison and coordination of project activities;
- Any other tasks as required.

Qualifications

- Advanced degree in economics, agriculture, irrigation/agriculture engineering or relevant field.
- At least five years of working experience with particular reference to project management, coordination and irrigation
practices/water management.
- Level C knowledge of English
- Proficiency in use of Microsoft Office programs;
- Familiarity with international institutions and activities/FAO’s rules and regulations.

Selection criteria

- Extent to which above minimum requirements are met.
- Ability to plan and organize work and participate in a multi-disciplinary team.
- Extent of knowledge of public international organizations’ procedures and administrative rules
