Background

UNICEF Moldova is seeking a dedicated:

Admin / Supply Assistant, GS-6, Fixed Term Appointment

PURPOSE OF THE ASSIGNMENT:

Under the general supervision of Operations Manager, supports the administrative, supply and  logistics functions and undertakes a variety of relatively complex clerical duties related to the overall supply operation and administration of the office.

Duties and Responsibilities:

  • Review supply inputs in SAP (VISION) for clarity, adequacy of specifications, enter necessary coding, request additional information as necessary. Prepares draft supply requisitions, POs, Payment Requests etc. Draft routine documentation for information or action for internal parties, Copenhagen, suppliers, customers and counterparts.
  • Undertakes market research, compiles lists of local sources of procurement, contacts local vendors for price quotations, prepares summary of bids including information on price and conditions of offer. For more costly procurements required under procurement procedures, drafts bid invitations and/or requests for price quotations; drafts related correspondence.
  • Maintains up to date all hard copy and electronic supply files. Undertakes research, compiles reports and provides information as requested. Maintains the supplier database.
  • Coordinates meetings of local Contract Review Committee by preparing and distributing files containing the cases to be presented and preparing draft minutes of the meetings.
  • Monitors TADs and confirms receipt of supplies verifying quantities against delivery receipts, POs and specifications. Notifies supervisors in case of discrepancy.
  • Advises and assists other staff in the area of office management. Arranges for and/or attends meetings on day-to-day administrative matters; participate in discussions of new or revised procedures and practices; interprets and assesses the impact of changes; and makes recommendations for follow-up actions.
  • In addition to general administration responsibilities, may also supervise directly or indirectly, activities concerned with office and grounds maintenance, security, transport and similar services.
  • Provides logistics support for events organised by UNICEF. Requisitions office supplies and equipment locally and abroad, and arranges for control of distribution and maintenance of appropriate inventory records.
  • Any other duties or assignments as requested by the supervisor.

QUALIFICATIONS AND COMPETENCIES:

Education: Bachelor Degree, preferably in Economics, Business, Procurement or Accounting. Training in administration and/or procurement field is desired.

Work Experience & Technical Competencies:  Two to five years of progressively responsible clerical or administrative work, with specialised experience in purchasing a variety of materials and services. Work experience in international settings and/or in development cooperation is an advantage. Work experience with SAP and good knowledge of government procedures for customs clearance are also an advantage. 

Languages: Fluency in English, Romanian and Russian.
