Background

UNICEF Moldova is seeking a dedicated:

Child Protection (Justice for Children) Officer, NO-B on Temporary Appointment within Child Protection Section

Purpose: Under the supervision of the Chief of Child Protection section, and in close cooperation with all programme staff, the incumbent of the post will be supporting the overall planning, development, implementation, monitoring and evaluation of the justice and child protection reforms, with special focus on strengthening the system response and services for children in conflict with the law, children in contact with the law as children victims and witnesses of violence, abuse and neglect and exploitation, and those at risk.

Qualifications and competencies required:

  • Advanced university degree in any of the following: preferably Law, or Social Sciences, International Relations or other fields related to the work of UNICEF.
  • Two years progressively responsible professional work experience in social development, project administration, monitoring and evaluation, some at the international level. Familiarity with ongoing childcare and justice reforms in the country is one of the pre-conditions.
  • Experience working in the UN or other international development organization is an asset.
  • Experience with addressing gender disparities is an asset.
  • Experience /familiarity with emergency is an asset.
  • Fluency in English, Romanian and Russian required, both oral and written.

Assignments:

  • Provide technical assistance to the government in strengthening the child protection system and ensuring child friendly procedures and services for children in contact with the law (offenders, victims and witnesses) and children at risk of exploitation. Support the Parliament in child related legislative matters and act as the Office legal focal point and coordinate with other UN agencies reporting on international treaty status. Ensure the availability of accurate, complete and up to date information required for effective child protection interventions planning, implementation, management, monitoring and evaluation. Analyse and evaluates data or takes corrective actions when necessary, to meet programme objectives
  • Contributes towards the preparation of the Situation Analysis by compiling data, analysing and evaluating information, and writing chapters of the Analysis. Performs timely and regular data –driven analysis with consistent integration of sex-disaggregated data for planning and result-based management for specific child protection and justice for children interventions.
  • Meets with national and international agencies covering the management of programme/projects. Participates in meetings with Ministries responsible for programme/project review, and follows up on implementation of recommendations and agreements. Assists in the development and/or introduction of new approaches, methods and practices in project management and evaluation
  • Writes programme status reports required for regular programme monitoring, inputs for donor reports, programme analysis, inputs for annual reports. Documents lessons learned and share good practices at national and regional levels.
  • Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Identifies necessary action for programme adjustments. Provides technical advice and assistance to government officials and other partners in the planning and management of programme/projects.
  • Ensures the appropriateness of financial, administrative and supply documentation; verify that project expenditures are within allotment and that data is consistent with the programme information and database (VISION/SAP). Follow up on queries or initiate corrective action on discrepancies.
