Background

Job purpose: The overall objective of the consultancy is to develop methodology on mainstreaming ageing into sectorial policies in Republic of Moldova.

Specific objectives of the consultancy are as following:

  • Review national policy framework and propose amendments required to ensure effective and efficient mainstreaming of ageing into sectorial policies by the line ministries and civil society organisations.
  • Develop of the methodology and check-list on mainstreaming ageing based on current national legislation and ex-ante and ex-post impact assessment Guidelines and other relevant policy tools.
  • Capacity building of national stakeholders (policy makers and civil society organizations) in mainstreaming ageing into sectorial policies, based on the developed methodology.
  • The methodology will represent a policy tool in implementation of the National Programme on Demographic Security 2011 – 2025, Road Map on Ageing and its Action Plan on mainstreaming ageing into sectorial policies 2014 – 2016.

Job requirements:

The following qualification criteria will be applied during the selection of the International Consultant:

Academic Qualifications:

  • Advanced degree in Social Policies, Public Policies, Economics, public administration, international development and/or other related science.
  • Other formal education relevant for the assignment (such as training in Human Rights Based Approach, Mainstreaming or Results Based Management) is an asset.

 

 Years of Experience:

  • At least 5 years of relevant professional experience in public policy development, design of measuring instruments of social policies; mainstreaming.
  • Experience in developing public policies on youth, ageing, demography, migration, economy or other field related to population.
  • At least 5 years of international experience in mainstreaming related to gender, migration, youth, ageing or other related field.  
  • Previous experience of collaboration with Governments of EU countries and (as asset) in Moldova.
  • Experience of work with development partners, in particular UN/UNFPA and EU (successful experience in working with UN agencies is an asset).
  • Experience in coordination of joint activities, team-works, and wide consultations at national level, trainings.

 Languages:

  • Excellent English, knowledge of Romanian and/or Russian is an asset.

  • Financial proposal (in USD) specifying fee per day. The financial offer should include all costs related to completion of the task under the current Terms of Reference. The financial proposal is not included in the selection process and is considered only as a reference. In this regard, National Consultant should expect that the financial proposal will be negotiated and it shall not exceed the UNFPA rates.
  • CV or P11 including past experience in similar assignments and at least 3 reference names.
