Background

UNICEF Moldova is seeking a dedicated:

Social and Economic Analysis Specialist, NO-C, Fixed Term Appointment

PURPOSE OF THE ASSIGNMENT: Under the general guidance of the Deputy Representative, accountable for effective engagement in social policy dialogue with the Government for programme development, advocating for increased/protected public resource allocation and budgeting towards the social sectors and sustainable decentralization of social services and local capacity building in support of the goal of universal coverage of essential social services and the creation of a protective environment for children.

Duties and Responsibilities:

  • Participates in social policy dialogue and development with the Government, engages in and establishes constructive dialogue and partnerships between international and local stakeholders to support the development of social policies and programmes contributing and their financial coverage, to the progressive realization of children’s rights and strengthening of implementation and monitoring mechanisms at all levels of society.
  • Participates in the formulation and development of programme goals, strategies and approaches for the UNICEF plan of cooperation. Plans, implements and monitors assigned activities.
  • Works closely with UNICEF colleagues, Government and other partners in the development of strategies, methodologies and identification of new approaches for improving programme delivery, with emphasis on advocacy of the children’s rights, budgeting for children, evidence based data collection and analysis, child friendly policies in all sectors, including in the context of decentralisation.
  • Monitors and analyses the information on state budgeting and spending patterns for social programmes and decentralization status of social services on an on-going basis to support advocacy for greater public resources and budget allocation for social development, the prioritization of resource allocation for children, and universal coverage of essential services for children, to ensure that they reflect the best interest of children.
  • Provides technical support to government and non-government organizations at the national, regional and local levels in the planning, development and implementation stages of the programmes/projects.  Plans, organizes and conducts training and orientation activities for government personnel and beneficiaries, for the purpose of capacity building at the central and regional levels, and expansion of coverage of services.
  • Undertakes field visits, and surveys in order to monitor and evaluate project implementation and oversight the process of decentralization in social sectors and its impact on most vulnerable children. Identify problems and proposes remedial actions.
  • Contribute to the development of social policy component of the Work Plans and monitors compliance to ensure objectives and targets are met and achieved.  Guides and supervises professional and support staff. Ensures their training needs are met and provides on-the-job training.
  • Coordinates with Operations/Supply staff on supply and non- supply assistance activities.  Approves disbursement of funds ensuring proper utilization and accountability, and those activities are within established plans of action, and the budget allotments.
  • Coordinates activities and exchanges information/ideas with other programmes, to contribute to achievement of overall country programme objectives. Participates in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation.
  • Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc. Documents lessons learned of social policy related interventions and share good practices at both national and regional levels.

QUALIFICATIONS AND COMPETENCIES:

Education: Advanced university degree in Social or Political/ Economic Sciences or a related technical field.

Work Experience:  At minimum 10 years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in economic and social related fields. 

Languages: Fluency in English and Romanian is required. Fluency in Russian is a strong asset.
