Social and Economic Analysis Specialist, NO-C, Fixed Term Appointment

PURPOSE OF THE ASSIGNMENT:

Under the general guidance of the Deputy Representative, accountable for effective engagement in policy dialogue with the Government to develop social and economic policies contributing to realization of children’s rights, and advocate for increased public resource allocation for social sectors, sustainable decentralization of social services and improved capacity of human resources.

Duties and Responsibilities:

  • Participates in social policy dialogue, engages in and establishes constructive dialogue and partnerships between international and local stakeholders to support the development of social policies and programmes with adequate financial coverage and strong implementation and monitoring mechanisms contributing to child wellbeing. Undertakes periodic analysis to identify potential gaps and needs to ensure adequate financial coverage of strategic child related policies and programmes.
  • Participates in the formulation and development of programme goals, strategies and approaches for UNICEF’s plan of cooperation. Plans, implements and monitors assigned activities.
  • Works closely with UNICEF colleagues, Government and other partners in the development of strategies, methodologies and identification of new approaches for improved programme delivery, with emphasis on advocacy for children’s rights, budgeting for children, evidence based data collection and analysis, child friendly policies in all sectors, including in the context of decentralisation.
  • Monitors and analyses state budgeting and spending patterns for social programmes and decentralization of social services process on an on-going basis to support advocacy for greater budget allocation and prioritization of resources for social development ensuring greater coverage of essential services for children.
  • Provides technical support to government and non-government organizations at national, regional and local levels in the planning, development and implementation of programmes/projects. Plans, organizes and conducts capacity-building activities at central and regional levels, and expansion of service coverage.
  • Undertakes field visits to monitor and evaluate project implementation and oversee the process of decentralization in social sectors and its impact on most vulnerable children. Identify problems and proposes remedial actions.
  • Contributes to the development of social policy components of UNICEF’s Work Plans and monitors compliance to ensure objectives and targets are met.  Guides and supervises professional and support staff and ensures improved staff capacity through on-the-job training. 
  • Coordinates with Operations/Supply staff on supply and non- supply assistance activities.  Approves disbursement of funds in accordance with program priorities, and ensures accountable utilization of funds.
  • Coordinates activities and exchanges information/ideas with other programmes, to contribute to achievement of overall country programme objectives. Participates in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation.
  • Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc. Documents lessons learned of social policy related interventions and share good practices at both national and regional levels.

QUALIFICATIONS AND COMPETENCIES:

Education: Advanced university degree in Social or Political/ Economic Sciences or a related technical field.

Work Experience:  At minimum 10 years progressively responsible professional work experience at the national and international levels in economic analysis, social policy analysis and development, programme planning and management, monitoring, and evaluation, including strong experience, impact and performance assessments and preparation of reports. 

Languages: Fluency in English and Romanian is required. Fluency in Russian is a strong asset.
