Background

UNICEF Moldova is seeking a dedicated:

Youth and Adolescent Development Officer, NO-A, Fixed Term Appointment

PURPOSE OF THE ASSIGNMENT:

Under the close supervision of Deputy Representative, manage and contribute to Moldova country office programme commitment on Adolescents and Youth, and provide coordination in Adolescents and Youth  programme/project formulation, design, planning and management with strategic focus on achievement of UNICEF's Organizational priorities. The incumbent will provide professional technical assistance and support for programme design, planning and implementation, management and evaluation of programme/project activities, data analysis and progress reporting, in support of achievement of programme goals and objectives focused on Social inclusion and protection of children and Governance and social change for child rights, including but not limited to:

  • Empowering adolescents and create enabling environment for their equal opportunity participation in decision making process and public debates on issues affecting their life and well being
  • Support, with adolescent participation and in promoting adolescent leadership, the creation of enabling and protective environment contributing to social inclusion and realisation of adolescents’ rights.

Duties and Responsibilities:

1. Knowledge Management for Programmes

Generate evidence on effective programming for adolescents and keep track of progress by establishing strong evidence base on the situation of adolescents to track and reducing disparities and assessing what works in programs and policies. Contribute to country program implementation by supporting knowledge management efforts in the area of Adolescents and Youth  through providing professional assistance in data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of  "lessons learned" and other corporate-level databases. Participate in information exchange on Adolescents and Youth with partners as well as in the development of training and orientation material by providing professional technical assistance.

2. Programme Development and Management

Contributes to the preparation of the Situation Analysis for programme development and management by collecting and analysing data on Adolescents and Youth and monitoring implementation progress. Contribute to the identification of critical cross-sectoral intervention points on Adolescents and Youth for the country program and measures progress by administering a consistent and transparent monitoring system; analyse country level socio-political-economic trends and their implications for ongoing programmes and projects in the area of Adolescents and Youth. Ensure that programs work towards ensuring the safety and protection of adolescent girls and boys with focus on continuous reforms in juvenile justice field, social and legal framework focusing on violence prevention and adolescent empowerments through development of life skills and creating opportunities for social and civic engagement. Ensure that programs focus on and provide formal and non-formal learning opportunities for adolescent girls and boys that build the skills and know ledge required for employability and entrepreneurship and promote programmes and approaches nurturing adolescents as innovators and critical thinkers. Supports programs focused at maximizing the health and wellbeing of adolescent girls and boys with focus on increased awareness on risk behaviour, sexual heath and investing in evidence-based interventions to promote healthy lifestyles. Draft or prepare programme work plans as required. Propose adjustments/changes in work plans. Propose program recommendations on Adolescents and Youth for inclusion in formal programme documentation, and new approaches, methods and practices to supervisor. Participates and takes initiative on fundraising efforts.

3. Programme Monitoring and Evaluations

Collaborate with partners to carry out a rigorous and transparent approach to evaluation of Adolescents and Youth mainstreaming in projects and programs and participate in the major programme evaluation exercises in consultation with the Representative, Deputy Representative, the Monitoring and Evaluation Officer and others to improve efficiency and quality of Adolescents and Youth mainstreaming in country and partner programme delivery. Participate in annual sector review meetings with government counterparts as required. Collaborate and prepare annual program status reports in a timely manner, as required.

4. Rights-Based and Results-Based Programme Management Approach

Support rights-based programmes approach in the formulation of programme goals and objectives and development of strategies and implementation frameworks focused on Adolescents and Youth. Collaborate with partners and assist in the strengthening of quality of child rights-based programmes consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects for Adolescents and Youth. Contribute to coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design. Provide professional technical assistance in preparing viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children with specific focus on Adolescents and Youth, and provides recommendations on programme, new initiatives and management issues to ensure effective mainstreaming of Adolescents and Youth considerations and achievement of stated objectives.

5. National and Local Capacity Building/Sustainability

Provide technical assistance and supports in planning and organizing training programmes for the purpose of capacity building and programme sustainability in the area of Adolescents and Youth. Promote and maintain the building and reinforcing of the commitment and institutional capacities of the national and local partners in the area of Adolescents and Youth by identifying relevant partners and partnerships and providing continuous supports, coordination and collaboration for sustainability.

6. Rights Perspective and Advocacy at the National, Community and Family Levels

Analyse programme related issues and policies from a children's rights perspective with special focus on Adolescents and Youth  and support  advocacy at the community and family levels for elevating credibility in national policy debates. Promote the organization goals of UNICEF in contributing to active advocacy and communication on Adolescents and Youth issues.

7. Partnership, Coordination and Collaboration

Facilitate partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information on Adolescents and Youth, exchange information on Adolescents and Youth programme/project status and implementation. Supports linkage to the Regional Knowledge and Leadership Area “Second Decade Second Chance” (RKLA 10) and other relevant networks to ensure the availability of current and accurate programme data. Maintain close collaboration with Regional Advisers and HQ Officers for overall coordination. Provide professional support in provision of technical advice, negotiation, advocacy and promotion of area/country level goals, leading to agreement on practicable and priority actions to be supported by UNICEF programme.

QUALIFICATIONS AND COMPETENCIES:

Education: University degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, Public Health or other relevant disciplines.

Work Experience:  Two years of relevant professional work experience. 

Languages: Fluency in English and Romanian is required. Fluency in Russian is a strong asset.
