Expressions of Interest shall be submitted by any non-profit civil society actor in the Republic of Moldova. This excludes politically affiliated organizations, businesses, media organizations.
Joint submissions by several organizations are encouraged.
Offers can be submitted either in hard copy, or electronically. Offers received by fax will be rejected. Incomplete offers shall not be examined.
