Overview:

UNICEF Moldova invites interested entities to submit their proposals for Support in design and conducting of a Baseline assessment EU4Moldova Focal Regions Programme in Cahul and Ungheni, focusing on child and adolescents’ related interventions, supported by UNICEF.

The overall proposed consultancy assignment is to support UNICEF Moldova CO and its partners to conduct the Baseline assessment in two regions selected for implementation of the EU4Moldova Focal Regions Programme and to generate evidence on key indicators linked to Programme results, that aimed to be achieved for pregnant women, children and adolescents, with specific focus on access and availability of services,  opportunities and bottlenecks affecting children and adolescents development and growth.

More specifically,  the Baseline assessment  will further strengthen the application of result-based management approach and will increase evaluability of UNICEF supported interventions through the reconstruction  of  the specific Theory of change and Results framework, establishing baseline and target of defined indicators that will cover all the above mentioned components to demonstrate UNICEF attribution , as well as contribution to the overall EU4Moldova Focal Regions Programme. 

This baseline assessment intends to capture the current status (a benchmark) and provide comprehensive and up-to-date information for all related programme’s indicators in Cahul and Ungheni districts.

Moreover, the baseline will collect critical data and information following conceptual frameworks of the thematic areas as outlined above, namely education, health, social protection, ECD, adolescents’ participation and community-based social services etc. in order to set up measurable basis of impact, outcome and outputs through programme interventions.

Monitoring mechanism will be developed and tested to ensure sustainability of implemented activities throughout the project. The Baseline assessment and monitoring mechanism will facilitate also a summative evaluation, planned to be conducted at the end of implementation of EU4Moldova Focal Regions Programme.

In addition, the Baseline assessment will help to capture the situation of children in Cahul and Ungheni and to identify barriers and bottlenecks impairing access of children and their families to basic services at community level.
